गौ माता का संविधान कनेक्शन : गैया और आर्टिकल 48

बचपन में गाये पर निबंध शायद सभी ने लिखा होगा | यदि आप शाखा के स्कूल से पढ़े होंगे तब तो ‘शायद’ का सवाल ही पैदा नहीं होता, लेकिन अगर आप कान्वेंट स्कूल इत्यादि से पढ़े हैं तब ‘शायद’ का वजूद है | वहां आपने गाये पर तो नहीं लेकिन ‘my pet’ या फिर कुत्ते पर अवश्य ही निबंध लिखा होगा | खैर, यहाँ हमें केवल गाये से मतलब है |

गाये पर निबंध में सबसे प्रमुख और प्रथम वाक्य होता था “गाये हमारी माता है”| बचपन में इस वाक्य का अर्थ सही मायनों में किसी ने नहीं समझाया | अकसर पूछे जाने पर जवाब मिलता था “वेदों में ऐसा लिखा है”| दरसल हमने कभी कल्पना भी नहीं की होगी कि 2014 से 2019 तक यह वाक्य राष्ट्रीय मुद्दा बन जायेगा | तो अब जबकी गाये एक राष्ट्रीय मुद्दा बन चुका है, देश हित में यह जानना आपके लिए बेहद आवश्यक है कि आखिर गाये हमारी माता क्यों है? और क्या यह केवल हिन्दुओं की माता है या फिर गैर हिन्दुओं की भी |

आगे कुछ भी कहने से पहले मैं स्पष्ट कर दूं की मै ‘लगभग’ नास्तिक आदमी हूँ, ‘लगभग’ इसलिए कह रहा हूँ क्यूंकि धर्म में मुझे केवल ‘प्रसाद’ से मतलब है | मेरा जन्म एक आर्यसमाजी परिवार में हुआ है और धार्मिकता की ओर मै वैज्ञानिक दृष्टि से देखता हूँ, माने मुझे भगवान से मतलब नहीं है केवल पॉजिटिव और नेगेटिव एनर्जी ही समझता हूँ | स्पष्ट हो की नीचे कही हर बात वैज्ञानिक दृष्टि से परखने के बाद ही कह रहा हूँ |

2014 तक देश में ‘चाय पे चर्चा’ होती थी लेकिन आजकल ‘गाये पे चर्चा’ चाय से ज़्यादा गर्मा गई है | वजह बहुत सारी हैं, एक एक को गिनाएंगे तो आर्टिकल काफ़ी लम्बा हो जायेगा और आप लोगों को पढने में बोरियत आएगी, फिर जो बात पहुचना चाहता हूँ वो नहीं पहुच पायेगी | इसलिए केवल गाये का संविधान कनेक्शन और उसके माता होने पर फोकस करते हैं |

भारतीय संविधान का अनुच्छेद 48 आपके लिए जानना बेहद ज़रूरी है क्योंकि इसका हवाला देते हुए कई गौ प्रेमी ये कहते हैं कि गौ वध करना असंवैधानिक है |

“ अनुच्छेद 48 :  कृषि और पशुपालन का संगठन

 राज्य, कृषि और पशुपालन को आधुनिक और वैज्ञानिक प्रणालियों से संगठित करने का प्रयास करेगा और विशिष्टतया गायों और बछड़ों तथा अन्य दुधारू और वाहक पशुओं की नस्लों के परिक्षण और सुधार के लिए कदम उठाएगा |

यहाँ ‘राज्य’ का अर्थ राजनीति विज्ञान के सन्दर्भ में है, अतः इसका उत्तर प्रदेश अथवा केरल से कोई मतलब नहीं है, यहाँ राज्य का केवल एक अर्थ है ‘भारत’|

सबसे पहले जान लें कि अनुच्छेद 48 संविधान के भाग 4A – ‘राज्य के नीति निर्देशक तत्व’ के अंतर्गत आता है | इस भाग में दिया गया हर अनुच्छेद राज्य के कानून बनाने के लिए राज्य को केवल मार्गदर्शन प्रदान करता है | यदि सरकार इनकी अनदेखी करके कोई कानून बना भी दे तो भी आप इन प्रावधानों के उल्लंघन को लेकर सरकार के विरुद्ध कोर्ट नहीं जा सकते क्योंकि ये राज्य के लिए अनिवार्य नहीं है की वो इनके अनुसार ही कोई क़ानून बनाये | अनुच्छेद 48 में ‘गाये’ से पहले ‘विशिष्टतया’ लगाकर गाये को अति महत्वपूर्ण बना दिया है | उसमें कहा गया है कि गाये और बछड़े के संरक्षण अथवा उसके वध को रोकने के लिए राज्य कानून बना सकता है | संविधान के अंग्रेजी संपादन में भी लिखा है “prohibiting the slaughter of cows..” मतलब जबतक गौवध को रोकने के लिए कोई कानून नहीं बन जाता तब तक गौवध करना असंवैधानिक तो बिलकुल भी नहीं है |

गौ प्रेमी दूसरा तर्क देते हैं कि संविधान निर्माता भी गौ को माता मानते थे, उन्होंने संविधान बनाते वक़्त अपने अंदर हिंदुत्व को जागृत रखा, इसलिए ही उन्होंने अनुच्छेद 48 में गौ को महत्त्व दिया है | जी नहीं, आप लोग सरासर गलत हैं | सर्वप्रथम जान लें की हमारा संविधान पूर्णतः धर्मनिरपेक्ष है, ऐसे में ये कहना बिलकुल गलत हो जायेगा की धार्मिक कारणों से गौ को संविधान में महत्त्व दिया गया है | दरसल, सभी संविधान निर्माताओं ने संविधान में गौ को महत्त्व धार्मिक कारणों से नहीं बल्कि वैज्ञानिक कारणों से दिया है | पूरे विश्व में मात्र एक गाय ही वह जीव है जिसके दूध का सेवन कराने की सलाह हर चिकित्सक किसी भी नवजात शिशु के लिए देता है, फिर चाहे उस चिकित्सक का या उस नवजात शिशु का मज़हब कोई भी हो | ऐसा तब किया जाता है जब शिशु की माँ किन्हीं भी कारणों से अपने बच्चे को अपने दूध का सेवन न करा सकती हो | कहने का अर्थ है कि माँ के दूध का यदि एकमात्र कोई विकल्प इस संपूर्ण विश्व में शेष है तो वह है गाय का दूध |

यहाँ गाये की चिंता किसी को नहीं थी, महत्वपूर्ण था तो मानव जीवन संरक्षित करना | सोचिये यदि गाये न रहेंगी तो ऐसे नवजात शिशुओं के पोषण के लिए किसी का दूध उपलब्ध न होगा | इसलिए संविधान निर्माताओं ने गाये को संविधान में एक महत्वपूर्ण स्थान दिया | शायद यही वजह रही होगी की वेदों में भी गाये को माता कहा गया है | आखिर जिसका दूध पी कर हम बड़े हों उसको माँ नहीं तो और क्या बोलें | और शायद माँ की सुरक्षा और सेवा हर धर्म में एक महत्वपूर्ण कर्म बताया गया है |

अब अगली बार गाये पर निबंध लिखते समय बच्चों को ज़रूर समझाएं की गाये आखिर हमारी माता क्यों है | यह केवल हिन्दुओं की माँ नहीं है, यह इंसानों की माँ है | वैसे तो ये निजी आस्था का विषय है लेकिन शायद ही कोई व्यक्ति होगा जो अपनी माँ के दूध का क़र्ज़ उसको वध करके चुकता हो | और वे व्यक्ति जो अपनी माँ को वैसे तो पानी भी नहीं पूछते लेकिन अगर कोई उनकी माँ को हाथ भी लगा दे तो उनके दिखावटी संरक्षण के लिए अपने बिलों से बहार निकलकर चूहे से शेर बनके नरसंहार पर उतर आते हैं | जी हाँ, गौ रक्षक दल के लिए विशेष टिपण्णी और सुझाव है | गायों को किसी भी कारणवश ले जाने वाले लोगों पर हमले करना बंद करें | आप लोग एक जगह 4 गाय कटने से बचा लोगे लेकिन दूसरी जगह जो 40 गाय सड़कों पर पॉलिथीन खाकर मर रही हैं उनका संरक्शण कैसे करोगे? क्या पॉलिथीन फेंकने वाले का भी धर्म देखेंगे क्या? गौ प्रेम है तो पहले सड़क पर कूड़ा खाती गायों की जान की रक्षा करें, उन्हें संरक्शण दें | यदि आप उनकी अनदेखी कर रहे हैं तो गौवध के लिए आप भी ज़िम्मेदार हैं |

Effect of GST rates : What comes under which tax slab?

Amidst all the process going on for implementing GST all over the territory of India from July 1, 2017, CBEC that comes under revenue department of union ministry of finance has issued GST rate list for the common public to let them know what all essential commodities are kept under NIL slab of GST and what others are taxed under various tax percent slabs. The government has told that after the commencement of the GST, all edibles, flour, milk, fruits and vegetables will enter the market with cheaper rates. As per the government, fruits and vegetables, milk, common salt, organic fertilizer, fodder, touchwood, raw silk, wool and hand – operated – tools are kept under zero percent tax slab of the GST.

As per the government, 81% of all the commodities are placed under 18% tax slab of GST and only 19% commodities are above this slab.

1993 Mumbai Blasts :Abu salem, 5 others convicted by TADA court 

Gangster Abu Salem was on Friday convicted in 1993 Mumbai blast case under charge of conspiracy and terror activities by the TADA court in Mumbai. He was accused of transporting weapons used in the blast from Gujrat to Mumbai. 

Court has also convicted four others Mustafa Dossa, Tahir Merchant, karimullah Sheikh and Firoz Abdul Rashid khan for their involvement in the blast that claimed the lives of 257 people and injured over 700 court believed that they were among the main conspirator of the blast 

Salem however has been acquitted of other charges framed against him under TADA, he was also accused of handing over weapon including Ak-56,250 bullets and some grenades to actor Sanjay Dutt. 

The case had spanned for over 24 years with delay, conviction and an execution that of Yakub Memon

17 mosques in Malappuram to have single azaan to curb sound pollution 

Amid a seemingly endless debate over noise pollution from place of worships, 17 mosques in Vazakkhad of Malappuram district ok kerala are leading an example with an integrated azaan, the call for prayer made 5 times a day. 

Since last sunday, the Vazakkhad region has followed a single azaan through loudspeaker called from the biggest mosque in the mahal, the valya juma masjid which ia repeated in other mosques, run by various groups, without noise. TP Abdul Azeez, president of the mahal committee, the council which oversees  the administration of the mosques in the region, said that the decision was response to the request to curb the noise pollution, as the loudspeaker were causing problems for tje school and colleges in that area.

Cattle trade row: SC asks Centre to respond to plea against cow slaughter

The Supreme Court asked the Central Government on Thursday to respond on the petition Challenging a notification regarding sale and purchase of Cattle from animal marker for slaughter, a move that triggered protest across india. 

The top court gave the centre two weeks to respond and posted the case for hearing next on July 11. 

A Hyderabad-based lawyer, Fahim Qureshi, had challenged the order, saying that it is discriminatory and unconstitutional as it is preventing Cattle trader from earning their livelihood.

Union Home Minister Rajnath Singh Said that the centre will not impose any restriction on food habits of the people. 

Drone Vaccine Delivery Trial For Island Nation Vanuatu

A partnership between the government and the United Nations children’s fund (Unicef) will see a trial on drone medical delivery next year.

The country is made up of a string of more than 80 islands – once known as the New Hebrides – many of which do not have airstrips or good roads.

Most of the people live in rural areas and farm their own food.

Vanuatu’s director general at the ministry of health said the test was a milestone for the small island nation.

“If the trial shows that vaccine delivery using drones can work, and that it can be integrated into our existing national and provincial systems, then it will change the way we operate forever,” George Taleo said.

Unicef said: “Ensuring vaccines are consistently available in isolated and remote communities is one of the keys to sustaining high rates of immunisation.”

Drone technology has become cheaper and more powerful in recent years – factors which contributed to the trial, Unicef said.

It will begin in August 2017 with a technical assessment, followed by a targeted delivery to certain islands in March 2018.

If successful, it will then be rolled out for regular deliveries to health authorities across the 65 inhabited islands later in the year.

Plastic rice making space in Indian market, read How to identify this poison.

In this era of industrialisation, people are centered around only in earning money and this greed of people has made them murderer of humanity.  

Few days back, news of plastic rice being sold in general stores at some places in Telangana and Andhra Pradesh  went viral on social media, which was found to be true after investigation.  Recently, similar news came from Haldwani district of Uttarakhand. So how will you identify if plastic rice is placed before you? 

Here are 5 simple tips that can help you to identify the poisonous plastic rice. 

1. Water Test : Take a spoonfull of rice and put it in a glass of water and stir it with your hands for few minutes. If after few minutes the rice starts floating on water, it is 100% made of plastic because natural rice settles down in water. 

2. Fire Test : Take handful of rice in a piece of paper and burn it with help of match stick or burning candle.  If it smells like that of burning plastic, it is not fit for consumption and is made of plastic. 

3. Boiling Test : Take 1-2 handful of rice and keep it for boiling in a big utensil.  If the rice would be made of plastic,  a layer of plastic will accommodate on the water surface.  Also, you can take out the boiled rice and roll it like a ball which shall bounce rather than its grains getting dispersed off after hitting any surface,  unlike the natural rice. 

4. Fungus Test : If you have a doubt of rice being natural even after boiling the rice, put the boiled rice in a plastic bottle for 3 days. If you see fungus growing over rice, then it is natural rice because fungus never grows on plastic. 

5. Oil Fry Test : Take a handful of rice and put it in a pan of very hot oil.  If the rice is made of plastic, the grains will stick to each other and will stick in the pan base afterwards. Also,  they will turn dark brown or black colour and will smell like burning plastic.
